Abstract

In the 21st century, information and communication technology (ICT) plays an important role in many areas including primary education. School headmaster are the main driving factor in efforts to integrate ICT into school culture. Therefore, headmaster need to understand the capabilities of modern technology not only for personal use but also to act as technology leaders capable of cultivating school culture to explore new methods in management and teaching and learning in schools. A pilot study was conducted among 100 teachers in five primary schools in the State of Kedah through a quantitative approach. Data were collected based on 32 questionnaire items covering five dimensions proposed by the National Educational Technology Standards for Administrators (NETS-A). Based on the results of the implementation of face validity, several grammatical improvements and sentence rearrangements have been implemented to make it easier for respondents to understand the questions stated. Further, based on the recommendations of field experts, the questions were reviewed to ensure they were consistent, clear and add the necessary questions before the research instrument was distributed to the actual respondents. This study shows that the level of technology leadership of the headmaster is high when the mean score exceeds 3.67 for all dimensions. This situation proves that the primary school headmaster in the State of Kedah have practiced technology leadership to increase ICT integration in organizations. Thus, it is very appropriate for all primary school headmaster to adopt technology leadership features to enhance the school administration system and teacher teaching implementation at a higher level.
