This study examines the role and challenges of the Muslim Scholars Association of Malaysia (PUM) in empowering the movement of ulama in Malaysia since its establishment in 1972. PUM was established in response to the need to unify the voices of scholars in facing contemporary socio-political and ideological challenges. This study analyses PUM’s contribution in various dimensions including education, preaching, Islamic policy advocacy, women’s right advocacy, digital media usage and community activities. In addition, this article explores internal challenges such as leadership, the involvement of young scholars and resource limitations as well as external challenges such as the influence of secularism, liberalism, religious pluralism and information technology challenges. The study findings indicate that despite facing various ideological and structural pressures, PUM remains consistent in playing a strategic role in strengthening the authority of scholars as community guides and a bastion for the authenticity of Islamic teachings. This study suggests strengthening the leadership of young scholars, increasing the use of digital technology and cross-institutional collaboration strategies as measures to empower the role of PUM in facing upcoming challenges.
