Financial literacy is now considered with high importance in the lives of individuals. The pandemic of COVID-19 that overtook the world has heavily impacted the economy and financial situation of countries worldwide. This pandemic has proven that individuals with excellent financial literacy could better sustain themselves in difficult situations. This study details the development of a conceptual framework of a financial literacy model for B40 Malaysian secondary school students. This model also aims to assist in the efforts of various bodies to increase the financial literacy of Malaysians, starting from an early stage, namely secondary school. This model focuses on three specific domains which is financial knowledge, financial actions, and financial attitude. This study is designed following the Design and Development Research (DDR) Approach that was introduced by Richey and Klein (2007; 2014). At the end of the study, a conceptual framework for the development of Financial Literacy Model for Secondary School Students were suggested and it may help expand the research on the subject of financial literacy.
