Abstract

The contribution of scholars to state administration is an intriguing subject for discussion in the post-independence era. This is because it is well known that colonial authorities had marginalised the role of scholars in governance during the period of colonisation, and this legacy continued even after independence. However, when Tuan Guru Nik Aziz assumed the role of Menteri Besar of Kelantan in 1990, through the gagasan perpaduan ummah that succeeded in winning the 10th General Election, he introduced various administrative reforms grounded in Islamic principles, which later became a source of inspiration for others. To complete this study, the information and references used in this article are based on official sources from the Kelantan state government, as well as books, journals, and other materials. These data were analysed within the conceptual framework of Islamic governance known as Siyasah Shar‘iyyah. The article concludes that Tuan Guru made significant contributions to the field of administration, both in terms of principles and approaches.
